You can buy it at RegNow for that price.
Pros:
WYSIWYG (What You See Is What You Get) printing, good enough if you have nothing else
Cons:
It takes time to get things right, it requires some knowledge of computers, and the end result relies on other factors that the program can't help; printer quality, paper quality, etc.
Review:

I have Adobe Photoshop Elements and a couple of other photo printing programs that came with my Digital Camera, Video Camera, and Printer; so I wouldn't buy Pics Print.

However, for someone who has none of these, Pics Print would be a shrewd purchase.

Of course, the main problem with software like this is: why would people try to do it themselves when they have access to a veritable plethora of online services that will professionally do it for them? For those who don't know computers that well, you'll probably end up with more scrapped attempts and wasted paper than with what you envisioned.

Also, to get the full effect of Pics Print, you need a good printer. One of the perks of this program is the WYSIWYG printing feature (WYSIWYG stands for What You See Is What You Get)--whatever is on the screen is what's gonna come out of your printer.

The program contains a basic photo editor, but nothing amazing. For the trouble it takes to buy this program, buy the supplies (ink, paper), learn how to do it properly, and make sure you print it out well, I'd just get my photos done online.

Conclusion:

It just seems like a hassle. Get it done professionally.
