You can buy it at RegNow for that price.
Pros:
Super easy! Transfers videos over USB to PSP, even taking care of the renaming of the videos that the PSP requires. Good, aesthetically pleasing frontend.
Cons:
Seriously, for a tech savvy user, this program is a waste of money. Same tools can be had for less (read: free) money.
Review:

Xilisoft DVD To PSP Suite offers a service that many people are looking for: convert videos (and DVD's you own) to the MPEG-4 format that the PSP requires for video playback.

The question: is it really necessary?

What do I mean by this? Simple: there are literally hundreds of programs floating around that do essentially the same service. Did I mention that these alternative programs are free?

For DVD ripping, I use DVD Decrypter. When I need to convert a video to MP4 to play on my PSP, I use Super Video Converter by eRightSoft. I also feel like Xilisoft is trying to cash in on a quick buck here, as the software is marketed as a "PSP tool". Did I mention that they make a seperate iPod version, even though a 5th generation iPod is capable of playing the same type of video? Sounds like some questionable practices to me.

Don't get me wrong: Xilisoft DVD to PSP Suite is a good app. It offers good conversions and easy DVD transcoding in a nice frontend. The conversions are quick, multiple encoding profiles are available, and everything from bitrate to FPS is customizable To some people, this is a lot easier than using some not so pretty tools to do the same job.

Xilisoft is going for a niche audience right here, and they may very well be hitting it.

Conclusion:

All in all, if you're looking for an easy solution, Xilisoft offers up a great solution. If you aren't interested in paying this much money, there are certainly some better free alternatives.
