Pros:
Allows for simple switching between multiple IP addresses After it has been set up, IPSwitcher Basic can be used by any person who knows how to right-click then select the proper locaiton
Cons:
Not that useful since most networks automatically assign IP addresses. Does not work on Windows 7, however there might be a patch after it is officially released. IPSwitcher Basic is also overpriced: less functionality than free software Knowledge of networking is required for basic setup. It also doesn't offer domain name switching.
Review:

This app does exactly what it says it should: it switches your IP settings from one setting to another. It works on XP, however it does not work on Windows 7.
After looking at what IPSwitcher Basic does, I thought to myself: "I bet that there's some freeware that does exactly the same thing." It turns out that I was right. When I Googled "Free IP Switcher", the first link was to the Eusing Free IP Switcher, which has a similar interface but doesn't function on Windows Vista.
IPSwitcher Basic's user interface is powerful, but can be confusing. I say it is powerful since you can change all the settings in one window without having to go through millions of menus and tabs. However, due to the nature of networking, this program can be a bit confusing so I would reccomend that if you don't know what you are doing with networking that you let your tech professional at work or your tech-savvy relative set it up.
