You can buy it at RegNow for that price.
Pros:
Startling comprehensive, easy to use and intuitive. Most of all, really quite entertaining to play with.
Cons:
Not an in-depth professional morphing program. With any large amount of adjustment, detail was lost, and it became obviously altered.
Review:

Upon running this software I was quite surprised at how in depth it allows you to go.

From hand-picking facial points for manipulation to color and tone controls as well as individual muscle movments, Facefilter Studio allows you to tweak a face in just about any way imaginable.

Including Red-Eye Adjustment, skin gloss reduction/smoothing, and skin tones(There's a convenient "Tan" Button to instantly give someone a tanned look), this easy to use, intuitive software gives you 100% creative control over a person's face.

However I would note that this is not for massive adjustment. I noticed that the further you adjust the harder it is for the program to maintain realism. Curves lost their smoothness, and details were fuzzed out.

Conclusion:

For home/personal use or entertainment purposes this program is above average, however I wouldn't recommend it for any major alterations. At the current price point it may be a tough sell, but the trial version only offers limited resolution.
