-Plenty of options -Fairly simple interface, for somewhat techie people anyways -Vista compatible
Cons:
-Horribly slow conversion -PSP Video Manager is pointless for techie people, you can just drag and drop -Not close to being worth $40.50

I already had this software on my computer before I even joined this site. I've successfully used it to format incompatible PSP video formats to the standard compatible format (MPEG-4)

The program has a fairly easy to use interface, you just find the video files your want to convert to your PSP format and click encode. The program also has the feature to interface with your PSP and add the video files to the right place automatically. It also has a fair selection of options that you can apply to your newly 'converted' video, like it's size, sample rate, and overall quality.

Truthfully, I think if you are capable of utilizing your PSP the way it's meant to be utilized, you don't really need software that is this dumbed down (Or not spend money on it anyways). I think it's easier to just drag and drop the video data into the "VIDEO" folder on my PSP, with this program it's like going around your elbow to get to your thumb.

It's ability to convert most popular video formats to your PSP compatible format is very nice, but it is ridiculously slow. It makes it seem as if it is just using some barbaric method of simply playing the file and recording it as it plays into the MPEG-4 format, which isn't really a 'conversion'. The max conversion rate I ever get with the program is about the speed of the video as it plays, so if you want to convert a movie to watch, you better find something to do while you wait cause it's going to be a long ride.

Conclusion:

It's a program to convert your videos to your PSP, what more to expect. It also teaches the virtue of patience.
