The lowest price: 29$
You can buy it at RegNow for that price.
Pros:
Stays true to game rules.
Cons:
no music, no ball guidance line to help plan out your moves, poor graphics for a 2010 game and of course who would pay full retail price for a 9 year old game.
Review:

For a game released in 2001, 3D Live Snooker fails to live up to its expectations in the modern day. That being said I'm sure that in it's day it was already up to a crippled start, the lack of music, slow turn switch animation and the lack of an in-game tutorial takes away from the overall experience of the game.

Presentation: It's easy to jump into a game with the quick game that is also the main game button. Game modes range from mini, Short and full snooker with no real impact on the game. You're still playing snooker in 2010.

Video: the game does offer some "advanced" video options but the main one is an option between full screen or windowed mode. The game looks alright for what it is.

Sound: With no music the game really feels bland a touch of some generic pub tunes would really liven it up.

While clicking through the game options I did find the rules to the game with a button that opens an HTLM file via browser.

Conclusion:

While the game does deliver what it presents the like of gameplay functionality and the fact that you can download a much better looking and designed game for free makes this game an easy pass.
